What is my crazy neighbor pointing at my house?

RaGS sez : Exactly what type of underwear was he attired in? Boxers? Briefs? Or bra and panties? Were the shoes sensible flats or stilletto-type heels? I'd say that if he was wearing a lacy, frilly bra and panties & heels get-up that he might be a bit "touched" in the head. Otherwise, everything else sounds to me to be completely normal, whatever "normal" is!
