Plumbing regualations for boiler ?

please could someone advise what regualtions are in place for boiler installation? I moved into a flat and the boiler leaked constantly for 4 months, turns out that there was no access water pipe at all which could have been potentially v dangerous as it could have at any point spurted out boiling hot water Hope someone can help thank you x
