Why doe Chavez turn off the Peoples energy power for weeks at a time?

Could you imagine if our govt thought we were running low on energy sources if they shut it down for a few weeks here and there like Chavez does? Nobody could work without energy, is this why Obama wants to control our energy use? That Smart Grid sounds a bit scary that they are building.
